Authorized by statute, the program allows Universities to purchase a variety of commercial supplies (products) and services under specific GSA Schedule contracts to save time, money and meet their everyday needs and missions. The Program provides access to purchase information technology products and services, as well as law enforcement, security, first responder, and alarm and signal systems.

The Western States Contracting Alliance (WSCA) is an arm of the National Association of State Procurement Officials (NASPO), Inc., and is comprised of the 15 western state NASPO purchasing directors. WSCA was established in 1993. WSCA was established to create the means by which participating states may join together in cooperative multi-State contracting. This approach helps states to achieve cost-effective and efficient acquisition of quality products and services. Cooperative purchases are developed by member states. WSCA membership consists of the central procurement official that heads the state central procurement organization, (or a designee for that state), from Alaska, Arizona, California, Colorado, Hawaii, Idaho, Minnesota, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming.
